VoIP

Hi Everyone,
I have been working with VoIP problems here at Lancaster County-Wide Communications and over the last few months been trading e-mails back and forth regarding VoIP problems with Richard Atkins at Tarrant County, Texas, Brian Rosen at Neustar and others via the NENA Talk List about VoIP.

I extended an invitation at the PA APCO Dinner meeting at the Revere Tavern last evening (12/14/06) to those present to e-mail me at "cwalls@lcwc.co.lancaster.pa.us" if they are interested in discussing the VoIP issue more in depth with a goal of requiring the VoIP companies doing business in Pennsylvania to meet our expectations of providing a call-back number and an accurate location and address information to the 9-1-1 PSAP.

I feel that as a group we may be able to accomplish more than a single person or PSAP.

As I mentioned I have been trading e-mails via the NENA Talk List about VoIP with Richard Atkins from Tarrant County, Texas and he has been helpful in providing information on how Texas is approaching the VoIP problems and shared their solutions with me.

I would like to see what kind of interest our chapter members have. Please e-mail me by January 31, 2007 if you desire to investigate what can be done in Pennsylvania about VoIP and 9-1-1.

In addition, I would like you to look at the following URL from the Texas 9-1-1 Alliance which shows what is being done in Texas.

There are a number of different resources Mr. Atkins has sent me including the I2 Animated Model for VoIP 9-1-1 Call Flow, the VoIP PSAP Training and Information Bulletin, a Power Point presentation on the NENA 08-001 Interim VoIP Architecture describing the various VoIP network devices and a letter from the Counsel for the Texas 9-1-1 Alliance to Southwestern Bell Telephone Company confirming they "will continue to require 9-1-1 Entity customer approval for activities potentially impacting E9-1-1 service provisioning. In Particular, the requirement of 9-1-1 Entity customer approval applies to nomadic VoIP E9-1-1 deployment activities, including, but not limited to, Emergency Services Query Key ("ESQK") assignment, appropriate shell record creation, translations changes, modifications to the wireline E9-1-1 network and E9-1-1 database, and the insertion or non-insertion of English Language Translations ("ELTs")." The letter goes on to further explain the position and expectation of the Texas 9-1-1 Alliance as it pertains to ESQK's.
